For cycling, like the first answer said, you can check a VIN. Any police can do.

For only the engine, you may or may not be able to determine whether a stolen bicycle. Without the VIN number of the bicycle is left, it would be difficult, but perhaps not impossible.

You must contact the manufacturer of bicycles and giving them the numbers off the engine and see whether they could the VIN number of the bike line has been found installed during manufacturing. Then, when it seems as stolen license plates, would probably have a stolen engine.
